Presenting at the Damascus Institute Conference – 30–31 August 2025

Human Security Solution (HSS) is honored to present our recent research on “Security Sector Reform (SSR) and Legitimacy in Syria” at the upcoming Damascus Institute Conference on 30–31 August 2025 in Damascus, Syria.

In our contribution, we explore how post-Assad Syria can rebuild its security institutions on the basis of legitimacy, inclusivity, accountability, and local ownership, applying Thomas Risse’s empirical legitimacy framework (social acceptance theory). Our findings emphasize the vital link between SSR, rule of law, transitional justice, and long-term stability.

Conferences such as these are not just academic gatherings – they represent crucial steps on the pathway to a new Syria. By bringing together local voices, regional perspectives, and international expertise, they serve as platforms for dialogue, knowledge exchange, and policy innovation.

For Syria, moving beyond decades of authoritarianism and conflict will require more than rebuilding institutions; it will require trustbuilding measures, participation, and a social contract that all citizens can believe in. These conversations are a step toward shaping that future.
