At Human Security Solutions, our Policy Papers provide in-depth, evidence-based analysis and actionable recommendations on critical issues shaping Syria’s transition, recovery, and security landscape. These papers are designed to inform policymakers, civil society, researchers, and international partners engaged in post-conflict governance and peacebuilding.
Each policy paper explores specific topics relevant to human and state security, such as Security Sector Reform (SSR), transitional justice, disarmament and reintegration (DDR), rule of law, local governance, disaster management, and institutional reform. Rooted in field research and local consultation, our papers highlight both challenges and opportunities for more inclusive and legitimate policy responses.
Our policy papers aim to:

- Promote conflict-sensitive, rights-based, and context-driven solutions

These papers are published in both Arabic and English, and serve as a platform for advocacy, reflection, and policy development within Syria and beyond. They also contribute to shaping regional and international understanding of what meaningful, sustainable security looks like in a post-conflict Syria.

في حلول الأمن الإنساني، نقدّم أوراق سياسات معمّقة تستند إلى الأدلة والتحليل الميداني، وتقدّم توصيات عملية حول القضايا الأساسية التي تؤثر على مسار التحول، والتعافي، والأمن في سوريا. تهدف هذه الأوراق إلى دعم صنّاع القرار، والمجتمع المدني، والباحثين، والشركاء الدوليين العاملين في مجالات الحوكمة وبناء السلام بعد النزاع.
تتناول كل ورقة سياسات موضوعاً محدداً يتعلق بالأمن الإنساني وأمن الدولة، مثل إصلاح القطاع الأمني (SSR)، العدالة الانتقالية، نزع السلاح والتسريح وإعادة الإدماج (DDR)، سيادة القانون، الحوكمة المحلية، إدارة الكوارث، وإصلاح المؤسسات. وترتكز هذه الأوراق على البحث الميداني والتشاور المحلي، مما يضمن أن تكون التوصيات واقعية وحسّاسة للسياق.

تُصدر أوراق السياسات باللغتين العربية والإنجليزية، وتشكّل منصة للدعوة، والتفكير الاستراتيجي، وتطوير السياسات داخل سوريا وعلى المستوى الدولي. كما تساهم في تعزيز الفهم الإقليمي والدولي لما يعنيه تحقيق أمن مستدام وشامل في سوريا ما بعد النزاع.

Brown, L., Hasan, M., Head, T. and Welle, M. (2026) “Gender and Human Security: An Exploratory Analysis of Al Hol Camp” (Royal Roads University)
Abstract
Gender bias is embedded, consciously and invisibly, in societal structures. Of particular concern are gender biases that normalize violence against women and girls, a critical issue in personal security. Crises can provoke intimate partner violence and sexual violence remains a weapon of war despite international policy commitments, such as United Nations Security Council Resolution 1325 and its subsequent resolutions. However, operational intervention in gendered security remains complex and inconsistent. This paper examined gendered security risks among women and girls displaced by conflict, particularly to refugee camps. Female refugees experienced heightened vulnerabilities, including gender-based violence, trafficking, and socio-economic marginalization. Al Hol refugee camp in Syria, initially established to house Iraqi refugees exemplifies these challenges as it now largely shelters women and children; many are relatives of former Islamic State (IS) fighters or conflict-zone civilians. This paper explores how structural gender norms shape the experiences of women detained in Al Hol and investigates the societal factors influencing their repatriation and resettlement. Drawing on reports from international organizations and academic literature, this paper explores the challenges and emphasizes the importance of integrating gender considerations into human security policies and humanitarian interventions to better address the personal security of female refugees while in detention and reintegration or resettlement to home or new communities.
