Rule of Law and Access to Justice
At Human Security Solutions, we view the rule of law and access to justice as foundational pillars for building a peaceful and secure Syria. After years of conflict, systemic injustice, and the erosion of legal institutions, rebuilding trust in law and justice is not only necessary—it is urgent.
Our work supports the creation of a legal environment where all individuals, regardless of background or affiliation, can seek and obtain justice without fear, bias, or discrimination. We believe that justice must be people-centered, locally grounded, and inclusive, especially in contexts emerging from authoritarian rule and armed conflict.
Our priorities include:
- Supporting the rehabilitation of justice institutions and legal professionals
- Promoting legal awareness and civic education among affected communities
- Engaging marginalized groups—especially women, youth, and detainees—in justice reform processes
- Strengthening links between customary, religious, and formal legal systems
- Advocating for accountability, legal safeguards, and human rights protections
We also connect the rule of law to broader peacebuilding efforts, including security sector reform, transitional justice, and reconciliation. Ensuring justice is accessible and impartial is key to ending cycles of violence, preventing future abuses, and supporting a legitimate and functioning state.
By working with local actors, lawyers, judges, civil society, and survivors, we aim to build a justice system that restores rights, repairs harm, and reinforces social cohesion. Justice in Syria must not only punish wrongdoing, but also restore dignity and rebuild trust in the institutions meant to protect all people.
سيادة القانون والوصول إلى العدالة
في حلول الأمن الإنساني، نعتبر أن سيادة القانون والوصول إلى العدالة هما ركيزتان أساسيتان لبناء سوريا آمنة وسلمية. فبعد سنوات من النزاع، والظلم المنهجي، وتآكل المؤسسات القانونية، فإن إعادة بناء الثقة في القانون والعدالة ليست مجرد حاجة بل ضرورة ملحّة.
ندعم بناء بيئة قانونية يستطيع فيها جميع الأفراد، بغضّ النظر عن خلفيتهم أو انتمائهم، أن يطلبوا العدالة ويحصلوا عليها دون خوف أو تحيّز أو تمييز. نؤمن أن العدالة يجب أن تكون مرتكزة على الإنسان، مستندة إلى السياق المحلي، وشاملة للجميع، خصوصاً في السياقات الخارجة من الحكم الاستبدادي والصراع المسلح.
أولوياتنا تشمل:
- دعم إعادة تأهيل مؤسسات العدالة وتدريب الكوادر القانونية
- تعزيز الوعي القانوني والتعليم المدني بين المجتمعات المتضررة
- إشراك الفئات المهمشة—وخاصة النساء والشباب والمعتقلين—في عمليات إصلاح العدالة
- تقوية الروابط بين الأنظمة القانونية الرسمية والعرفية والدينية
- الدعوة إلى المساءلة والضمانات القانونية وحماية حقوق الإنسان
كما نربط بين سيادة القانون وجهود بناء السلام الأوسع، بما في ذلك إصلاح قطاع الأمن، والعدالة الانتقالية، والمصالحة. إن ضمان عدالة نزيهة ومتاحة للجميع هو مفتاح لإنهاء دوّامات العنف، ومنع الانتهاكات المستقبلية، ودعم دولة شرعية وفاعلة.
من خلال العمل مع الجهات المحلية، من محامين وقضاة ومجتمع مدني وناجين، نهدف إلى بناء نظام عدالة يعيد الحقوق، ويعالج الأضرار، ويعزّز التماسك الاجتماعي. فالعدالة في سوريا يجب أن لا تقتصر على العقاب، بل أن تعيد الكرامة وتُعيد الثقة بالمؤسسات المفترض أن تحمي الجميع.
