Missing Persons and the Right to Know
At Human Security Solutions (HSS), we recognize that the issue of missing persons is one of the most urgent and painful legacies of the Syrian conflict. Tens of thousands of individuals remain missing—detained, disappeared, or unaccounted for—leaving families in a state of prolonged uncertainty, trauma, and injustice.
Our work in this field focuses on upholding the right to know, supporting truth and justice initiatives, and contributing to mechanisms that address the fate of the missing. We engage in this sensitive issue through a combination of research, dialogue, technical support, and advocacy, always in partnership with survivors, local actors, and international institutions.
Our activities include:
- Supporting documentation efforts and survivor-led initiatives
- Facilitating dialogues between families, communities, and relevant institutions
- Engaging with international mechanisms such as the International Commission on Missing Persons (ICMP)
- Advocating for the establishment of inclusive, independent processes for truth-seeking and accountability
- Training civil society organizations on best practices in documentation, forensics, and transitional justice
We believe addressing the issue of the missing is central to national healing, justice, and sustainable peace. It is not only a legal and moral imperative—it is a matter of rebuilding trust between citizens and institutions, and recognizing the dignity of victims and their families.
By integrating the question of missing persons into broader work on transitional justice, security sector reform, and the rule of law, HSS contributes to a more accountable and humane post-conflict recovery process for Syria.

في حلول الأمن الإنساني (HSS)، نُدرك أن قضية المفقودين هي من أكثر القضايا إلحاحًا وألمًا في إرث النزاع السوري. فلا يزال عشرات الآلاف من الأشخاص معتقلين، مختفين قسريًا، أو مفقودين، مما يترك عائلاتهم في حالة دائمة من الصدمة والغموض والمعاناة.
يرتكز عملنا في هذا المجال على الدفاع عن الحق في المعرفة، ودعم المبادرات التي تسعى إلى الحقيقة والعدالة، والمساهمة في آليات محلية ودولية لمعالجة مصير المفقودين. ونعمل في هذا الملف الحساس من خلال البحث، والحوار، والدعم الفني، والمناصرة، بالتعاون الوثيق مع الناجين، والجهات الفاعلة المحلية، والمؤسسات الدولية.
يتضمّن عملنا في هذا المجال:
- دعم جهود التوثيق والمبادرات التي يقودها الناجون
- تسهيل الحوارات بين العائلات والمجتمع والمؤسسات المعنية
- التعاون مع آليات دولية مثل اللجنة الدولية المعنية بالمفقودين (ICMP)
- الدعوة لتأسيس عمليات مستقلة وشاملة لكشف الحقيقة والمساءلة
- تدريب منظمات المجتمع المدني على الممارسات الفضلى في التوثيق والطب الشرعي والعدالة الانتقالية
نؤمن أن معالجة ملف المفقودين هو أمر محوري لتحقيق العدالة وبناء سلام مستدام. فهذه المسألة ليست فقط التزامًا قانونيًا وأخلاقيًا، بل أيضًا خطوة أساسية نحو استعادة الثقة بين المواطنين والمؤسسات، والاعتراف بكرامة الضحايا وأسرهم.
ومن خلال دمج هذا الملف ضمن جهودنا في العدالة الانتقالية، وإصلاح القطاع الأمني، وسيادة القانون، نُسهم في بناء عملية تعافٍ عادلة وإنسانية في سوريا ما بعد النزاع.
