Security Sector Reform (SSR)
A just, accountable, and people-centered security sector is essential for peace, stability, and long-term development in Syria. After years of conflict, repression, and fragmentation, rebuilding the security architecture is not just a technical necessity—it is a political and societal imperative.
At Human Security Solutions (HSS), Security Sector Reform (SSR) is at the core of our mission to promote human and state security. SSR aims to ensure that security institutions—such as the police, military, intelligence, and judicial services—are transparent, inclusive, and operate under democratic civilian oversight.
Our approach to SSR is grounded in local ownership, human rights, and transitional justice. Reforming the security sector cannot succeed without addressing the root causes of mistrust, sectarianism, impunity, and political exclusion.
We work across multiple dimensions of SSR, including:
- Facilitating inclusive dialogues between civil society, security actors, and political institutions
- Providing technical expertise, training, and policy advice on reforming police, intelligence, and military bodies
- Supporting the development of legal frameworks that align with international human rights norms
- Strengthening mechanisms for civilian oversight and community engagement in security governance
- Integrating SSR with broader processes such as DDR (Disarmament, Demobilization, and Reintegration), reconciliation, and post-conflict reconstruction
We believe that accountable and legitimate security institutions are the foundation for protecting civilians, ensuring rule of law, and preventing the recurrence of violence. SSR is not a one-time event—it is a long-term process that must be context-specific, inclusive, and anchored in the values of justice and dignity.
Through partnerships with local actors, international organizations, and transitional authorities, HSS contributes to building a Syrian security system that truly serves its people—based on trust, rights, and shared responsibility.
إصلاح القطاع الأمني (SSR)
إن بناء قطاع أمني عادل وخاضع للمساءلة ويتمحور حول الإنسان هو أمر أساسي لتحقيق السلام والاستقرار والتنمية المستدامة في سوريا. بعد سنوات من النزاع والقمع والتشرذم، لا يُعد إصلاح البنية الأمنية مسألة فنية فقط، بل هو ضرورة سياسية ومجتمعية.
في حلول الأمن الإنساني (HSS)، نضع إصلاح القطاع الأمني (SSR) في صميم عملنا الهادف إلى تعزيز الأمن الإنساني وأمن الدولة. يهدف SSR إلى ضمان أن تعمل مؤسسات الأمن – مثل الشرطة، والجيش، وأجهزة الاستخبارات، والخدمات القضائية – بشكل شفاف وشامل وتحت إشراف مدني ديمقراطي.
يستند نهجنا في SSR إلى الملكية المحلية، وحقوق الإنسان، والعدالة الانتقالية. فلا يمكن أن تنجح أي عملية إصلاح دون معالجة الأسباب الجذرية لغياب الثقة، والطائفية، والإفلات من العقاب، والإقصاء السياسي.
نغطي في عملنا عدة جوانب من SSR، بما في ذلك:
- تسهيل الحوارات بين المجتمع المدني والجهات الأمنية والمؤسسات السياسية
- تقديم الخبرة الفنية، والتدريب، والمشورة السياسية لإصلاح أجهزة الشرطة والمخابرات والقوات المسلحة
- دعم تطوير أطر قانونية تتماشى مع المعايير الدولية لحقوق الإنسان
- تقوية آليات الرقابة المدنية والمساءلة المجتمعية في إدارة الأمن
- ربط إصلاح القطاع الأمني بعمليات أوسع مثل نزع السلاح، والتسريح، وإعادة الإدماج (DDR)، والمصالحة، وإعادة الإعمار
نؤمن بأن المؤسسات الأمنية الخاضعة للمساءلة والشرعية هي الأساس لحماية المدنيين، وضمان سيادة القانون، ومنع تكرار العنف. SSR ليس حدثًا مؤقتًا، بل هو مسار طويل الأمد يجب أن يكون خاصًا بالسياق السوري، شاملًا، ويستند إلى قيم العدالة والكرامة.
من خلال الشراكات مع الفاعلين المحليين، والمنظمات الدولية، والسلطات الانتقالية، تساهم HSS في بناء نظام أمني سوري يخدم شعبه – قائم على الثقة، والحقوق، والمسؤولية المشتركة.
